The goal on the island was to find the fastest way to extract as much as they could as quickly as possible & get it to the off-planet storage facility so they could begin the next phase of the plan. However, the next phase was never really explained to them. The task of this team was to lay the groundwork for the extraction. the goals were simple:
catch & contain the humans
Prepare them for the camps (there were several with different tasks for each)
some of the captives would be sent to the existing mines. some would assist in helping to discover the next ones.
set clear goals and expectations for production while monitoring the health of the slaves. (a 10% mortality rate is acceptable
simultaneously observe and assess potential signs of dissent or revolt among the captives. Medicate and use persuasive techniques to gain compliance as needed.
at no time is the team to fraternize or form any sort of relationship with the captives.
when the required materials have been collected & transported to the designated site, begin the burn sequence. keep as much of the environment intact & begin construction of the city center.

need to know basis is not a new concept. the probability of success is increased when minimal
communication exists between the different cells. those with big picture knowledge are dangerous. when you know the final outcome you control the fate of the parts. a single point of failure can ensure the destruction of all involved.
little did they know, another player was present on the chessboard. that player was the hidden influence and had existed on the planet far longer. not all threats come from above.
